The tutorial mentions a python subdirectory in C:\Program Files\Inkscape -- that does not exist in version 0.92.3 anymore. Please fix.
get-pip.py from bootstrap.pypa.io fails with a complex stack trace about bytes() and NoneType.

This is what works for me now:
- click and install the setup.exe from https://github.com/jnweiger/autotrace/releases
- click and install the setup.exe from https://github.com/fablabnbg/inkscape-centerline-trace/releases
The required python PIL module should come bundled with inkscape 0.92.3 - if missing, try
- "C:\Program Files\Inkscape\python" -m pip install pillow
Restart inkscape. Load a bitmap, click to select
-> Extensions -> Images -> Centerline Trace ...
