Basicaly get the color fill and add to the stroke. and inverse. Also has an optional alpha.
For <= 0.91 you can uncomment line 19 to allow markers without strokes in inkscape <= inkscape0.92-prerelease3.
The video play with diferent based features like create Delaunay from any draw in two easy steps(use the extension at the end to allow fix gap between triangles) and play with markers and custom markers.

About the problem with custom markers, seems solved in current 0.92.x and trunk. Also you can set a clone as a marker apply to the whole document and animate the effect.
I think that this extension should be made a part of the Inkscape fill and stroke dialog. It's one of those things that should be integrated with the UI. Otherwise it would be buried int the extensions menu and I'm not sure that is so good.
You mean, like a button 'take from stroke' or 'take from fill' respectively, somewhere near the dropper icon button in the dialog, maybe?
It's also similar in functionality to 'swap fill and stroke' and could be put into the color field right-click menu in the bottom left corner.
The clone-marker-animation thing sounds really crazy (and cool) :)
