Once you made the filter definition, you can edit it without it being applied to any object. Note that the vacuum defs/cleanup document options remove any unused filters.
The ”Add Effect” button can add in the filter primitive which will alter the filtered object's appearance.
The dropdown list contains all the primitives in alphabetical order.
