Hah! I had to look up "painterly" (https://en.wikipedia.org/wiki/Painterliness). Based on that, and the fact that vector drawing doesn't really create brushstrokes (filters notwithstanding, although filters are often raster effects), I'd say that you really have achieved a "vector painterly effect".

Overall, it's a very cute and sweet drawing! Nice work! I think it would make a nice greeting card.

I didn't know filters were raster effects, anyways i will keep in it mind.

I tried using brush stroke style using spray tool but it was becoming memory expensive and my laptop was crawling hence i had no choice but to go for filters, i used only two filters "Chalk and Sponge" and "Noise Fill" filters and gradient tool to achieve this effect.
