Here starts the beginning of the Documentation team (January 2020).
There aren't any special rules or requirements for being part of this team. The only responsibility is to have some time and energy to contribute, along with whatever skills you might bring.
Generally, those who want to help in creating documentation, whether text or video, need to be prepared for potentially a lot of back and forth discussion and editing of what they have produced, or are considering producing. You can't be too in love with your work product, because it will become community owned. And of course your work would receive (....whatever the technical license is, I'm not sure), so that any community member can edit in the future, if it becomes necessary.
Whether making text documents or videos, members can use whatever software or hardware they like. As long as they can be edited in the future, if necessary. Tutorials or manuals that will be packed with Inkscape must eventually be added to the repo in GitLab.
We won't have ongoing regular meetings. But periodically, such as during the team building period, and times when large documentation is being written, we will have regular meetings, to facilitate planning and decision-making.
This charter is still under development. Anyone want to help, let us know :-) Maybe it's almost finished except for the details? Comments?
