Sorry but I can't find any info anywhere about this. I have no idea why, but there is no ruler around my inkscape page now, so I can't drag out my guides. I'm sure it's something stupid. Thanks.
Ctrl + R should bring it back.
You can show/hide various display options via menu View > Show/Hide.
