I'm trying to resize my canvas so that an inch on the ruler on the toolbar is an actual inch if I were to measure it. I unfortunately don't know how to zoom in and out more finely than with CTRL + Scroll.
Type "100" in the zoom control or else right-click to show a list of zoom levels and choose 100%. This will scale the screen to match a physical ruler and the printed page.
Of course, this only works if Inkscape detects your screen resolution correctly. If necessary you can manually adjust screen scaling in the Preferences dialog [shift+ctrl+p]. Select [Interface] and then adjust the Zoom correction factor.
