Your post mentioned wanting squares (rectangles) and a pixelated result. When I viewed your shared image, it resembles more of a "mottled" appearance to me.
I played around in Inkscape and came up with ideas, especially in using the Filters > Distort > Chalk and Sponge option. That may get you further down the road to your desired outcome.

Mmmh - I can do something like this via tiled clones+Trace but not with fewer+fewer just smaller+smaller:
