What OS are you using? SVG file might help. What or where do you change as background, looks like you have a red square, a yellow circle and a white rectangle on a page with checkerboard background in image you uploaded.
It exports here. BTW the checkerboard background is not what is seen in the png. Visual aid, I turned off and white rectangle doesn't show on page but is still there. Images are with it turned off and exported as page and selected that show the differences. Both are with checkerboard off to show it is not exported. Pardon brief explanation as did not have time to look up actual description and use of checkerboard.
Just to show why file helps, verified page alpha setting in your file which was OK (0) but if I change it to 100 it yields this as a png as the background is no longer transparent at this setting when exported.
Thanks to you after further playing with OP's file opened settings and it was RGBA 8 which worked fine. Then decided maybe the setting is not included in OP's file. Opened new file and changed setting to Gray 1 and exported. Reopened OP's file and found that the setting was Gray 1 so preference is not saved in file. Explains why it worked for me and not for OP.
Learned something new, added to my Calc sheet. Thanks again

Not matter what I do I still have a white background (tested via paint.net & word)
I have tried cutting objects into a new doc, but no change
Everything looks fine, but I cannot get rid of a white background

Are you sure you are exporting as png. Works here UM22.04 Inkscape 1.2.1

OS is windows 10 21H2
This is just a quick example - so yes three basic shapes, but I lose the white on export, even though the PNG export looks good (checker board etc)

Have you looked at the PNG export settings?

Changed these settings from RGB to RGBA 16 and now its transparent
For anyone else struggling and reading this - unclick hide export settings to your png export and change to the above
