I have close to zero experience with vector graphics, and I'm just trying to crop out one section of an image to use on a banner. Following this tutorial, https://www.selfmadedesigner.com/cropping-inkscape/ , I can change the page size, but that still leaves all the information there, so when I import it into Scribus, it pops up the whole thing instead of just the section I want. How do I get rid of the rest of the image? I'm about to where I want to pay someone on fiverr to do it for me, but I'd rather learn if possible.

Presuming the objects are vectors, I'd use this extension https://inkscape.org/~Moini/%E2%98%85multiple-boolean-operations-with-inx-pathops
Try export as png and import it into scribus.
