There´s a snapping option for tangential + perpendicular lines.
I'm new to inkscape, could you please give me more details?

I expected the snap to be triggered by moving the mouse pointer closer to the center of either circle but instead nothing happens.

Your example shows how to draw the tangent to two circumferences. I would like the line passing from the two center.

Like so? Then you need to convert the circle with Path->Object to Path to get to the Nodes you can then select from multiple objects:

There´s a diagram connectors tool - but they will be drawn behind objects - just saying.
