I have added the svg downloaded to the filters folder in inkscape but it doesn't show. How do I get this filter into my filters menu? There doesn't appear to be any 'add custom filter' in the filter editor in inkscape, so I'm at a loss what to do.
I would try pasting the copied star that has the new filter to a new document, and save that document as MyFilters.svg in a new directory: ../users/yourusername/AppData/roaming/Inkscape/filters.
Then the filter should appear in the filters menu>Personal, and also in the filter gallery.

Did you try the instructions in the file?
Also, did you know there are already glow filters in the Inkscape menu?

It seems the filter editor and filter gallery have no means (that I can find) to add personal filters to the menu, but the release notes for the gallery refer to a personal filter file: https://wiki.inkscape.org/wiki/Release_notes/1.4#Filter_Gallery
So,
