Have had Inkscape and this problem for a while on one of my Windows 11 computers. I cannot open or import files into the program. Nor can I drag & drop or copy>paste. No jpg, png, svg, pdf or eps files. I get the "You do not have Permission..." dialog every time. I can open a jpg in different program and copy paste the image, just can't load the actual file. And that doesn't help when I need to edit an svg. I have gone through the step of setting permissions to Everyone in the Windows properties several times. Even changed the Owner. Removed and reinstalled with a cold boot in between. Disabled anti-virus. Cussed a lot. Can't think of what else to try. Can you help? Interestingly it works fine in Safe Mode. Again, this is happening only on one computer - neither my Lenovo Yoga nor my Thinkpad are not having this issue.Β Β

I'm still on Win 10, but I'd uninstall again and install as administrator using the .msi version, install for all users.
