I simply selected a text object in a lower layer, then cmd-c, click on layer above, cmd-v. This just pasted text object shows up as "Ungroup" in the history.

I suspect the History needs some extra love ... Hopefully it's just the display portion and not some data structure problem.
I just stumbled upon some "reverse" behaviour with locking/unlocking/undoing layers: First I found I could touch a Path with the Node-Tool while the layer seems to be locked: Alas, the slim-arrowed mouse pointer is not in the screenshot.
Then I figured the history is not up-to-date and simply walked through its lines and IMHO the layer display wouldn't follow correctly:
