Seems the Ruler or Measure tool is missing in the current version ?
Has the ruler been turned off, perhaps? You can turn it on via Ctrl + R, or menu View > Show/Hide, then ticking Rulers.
...And M to activate Measure Tool. Both are still alive and kicking.

The Measure tool is now at the bottom.
