Okay... giving this the college try.

Imagine a block, rectangle if you will. I want one to be exactly 3 inches high by 2 inches wide. How do I to that? The measure feature doesn't seem to work and it always returns MM and not inches. Yes! I have the rulers set at inches, but they too only report MM. There's got to be a simple way of doing this.

Pick up the Select tool [s] or the Rectangle tool [r] and select your rectangle. The tool control bar has entries for width, height and measurement unit. Set the unit dropdown to [in] then enter [W: 2] and [H: 3] to change the rectangle size.

    Thanks, Paddy_CAD....

For whatever reason, I can't get the rulers to stay in inch format. The tip you sent, did work.

Now... let's say I wanted to place a hole in my rectangle one inch in from the right side. How do I measure that?

This is a late reply. Probably you have a solution by now.

Use the Align and Distribute dialog [shift+ctrl+A] to align the "hole" to the right side of the rectangle. Activate the Select tool [s] again and select the "hole". You'll see that the tool control bar shows X and Y coordinates for the selected shapes. Check that the unit is set to [in]. The horizontal position might be [X: 2.308]. Type in [X: 2.308+1] and press [enter] or [tab] to move the shape 1 inch to the right.

You can calculate other adjustments with this method. For example, [W: 1.175*2] will double the width of the selection.
