I have placed external symbols (AREI symbols) format *.SVG in the “C/user/my/App Data/Roaming/inkscape /symbols” folder. Then I restarted the computer. Only the names of these symbols files appear in Inkscape under the heading symbols but not the graph itself. What did I do wrong? I work with Windows 11 Pro.
When you say they are in different folder do you mean like C/user/my/App Data/Roaming/inkscape /symbols/folder 1 and C/user/my/App Data/Roaming/inkscape /symbols/folder 2?
I never tried creating sub folders in that folder. Let me try that with your symbol files and see what happens.
Beyond the Basics the imported symbols do not appear.

Issue:
The objects in those files have not been converted to symbols.
Object > Symbols
You need to add the symbol by selecting the object then clicking the "+" icon in the Symbols dialog
