I would like to snap my object rotation center to any cusp node on a second object (in this case the end of a line). Since I am unable to drag an object by its rotation center, I'm unable to snap the rotation center but instead it snaps the cusp node closer to the mouse cursor.
You don't have to drag the object from its rotation center : just drag the object to put its rotation center near the cusp node you wish. Disable every snapping option but rotation centers and cusp nodes, for ease.
If there are in object 1 (the one to move) many cusp nodes around rotation center (and cusp nodes of object 1 want to snap to cusp node of object 2), use guide lines to break the process into two manageable parts :
(snap to guides and cusp nodes) place one vertical guide and one horizontal on the node you wish on object 2,
enable snapping to only rotation centers and guides and move object 1 rotation center on guides intersection.
