Im not an animator, but a picture is worth a thousand words? What i see in my head maybe you could just animate the lines on the road to look like movement and loop at the end of the "frame"?
I love animation, and I would be very interested to know more about your project. Could you include a screenshot of the road and the people, even if they are very basic objects (maybe the people are just circles)? I haven't tried animation directly on inkscape yet, but my understanding is that you would need to know a bit about coding, and/or use an extension, to achieve the animation, either making it like a frame-by-frame flipbook, or using something like css3 markup. Have you investigated these options yet? Do you have a sense of whether this will be "tweened" animation or frame-by-frame? How far have you made it so far in this project? Animation is pretty tricky, but it is so cool when it works. Depending on what the project looks like, and where you are in the process, I might be able to recommend some good options for you. I have three rectangles.
This rectangle is a square made to represent a road.
I want to make an animation that walks along this shape (road).
However, since the shape is made into three squares (a road with two curves), it is impossible to create an animation that connects naturally.
How do you create an animation that follows the path of three shapes instead of applying animation to each shape?
Thank you!

I apologize for my lack of explanation.
Three squares represent roads and one image represents people.
I want this image to naturally curve through the road.
