I have been saving my drawings at 147% so that what appears on the screen roughly matches the size in inches that the final product will print as. However, for some odd reason one of my graphics refuses to save at my desired size; no matter how many times I enter 147% in the Z box on the lower right (and then press enter, and then save, and then close) - when I reopen it the size always bumps up to 300%. I've tried a number of times, and tried making a copy and saving that at the right size, but the same thing occurs.
One other thing that happens with this particular graphic is that the border shadow repeatedly appears when reopening, after I have disabled that button several times in the document properties (and of course saving afterward before closing).
I checked Preferences and 'Save and Restore....' is enabled and I think always has been. I tried 'Remember and use last window's geometry' to see if that would do the trick but it did not so I switched it back to Save and Restore. Of the 21 graphics I have created for this project, one other one has this issue but the rest do not so it does not seem that global settings are the issue.
But I am at a loss as to how and why these two particular graphics are problematic in this regard.

There are two "Save and restore", they both need to be checked to enable per-document window zoom.
Changing just the zoom percentage in the status bar (with no other changes) will not save and re-write the view settings of the document, another change must be made to the document that triggers the unsaved status (asterisk in the title bar).
Both 'save and restore' radio buttons are enabled on the problematic documents in Preferences>Windows. I assume Preferences settings are applied to all Inkscape documents; I have never set them per-document - but you seem to be suggesting that's not the case? I have never changed those settings for any of my Inkscape graphics and the vast majority have always saved at the zoom level I last used when editing (set in the status bar).
An update, though:
I have noticed that the original graphic in question is now saving at the stipulated 147%, suggesting it may have been some sort of temporary software hiccup (lasting 3-4 days). And I just tested the second graphic in question and that also seems to have resolved. A mystery......
