I have started to learn Inkscape recently. I believe my question is a bit beyond basics but apologies in advance if I am wrong. I see some inconsistency with the Scaling tab in the Transform Dialogue Box:
Here is my experiments with Inkscape 1.0.1
Experiment 1a
Step 1) I draw a rectangle with a width of 30 mm and a height of 20 mm.
Step 2) I draw an ellipse with a width and a height of 30 mm (technically a circle with a radius of 30 mm).
Step 3) I select both of the objects and scale it to 150% without ticking the 'Apply to each object separately' as 'When scaling objects, scale the stroke width by the same proportion' is selected in the tool controls bar.
RESULT: The scaling is accurate. I see all the dimensions are 1.5 times what they were before.
Experiment 1b
Step 1 and Step 2 are the same as Experiment 1a
Step 3) I select both of the objects and scale it to 150% with ticking the 'Apply to each object separately' as 'When scaling objects, scale the stroke width by the same proportion' is selected in the tool controls bar.
RESULT: The scaling is accurate. I see all the dimensions are 1.5 times what they were before.
Experiment 2a
Step 1 and Step 2 are the same as Experiment 1a
Step 3) The same experiment as Experiment 1a. The only difference is 'When scaling objects, scale the stroke width by the same proportion' is not selected in the tool controls bar.
RESULT: The scaling is not accurate. The ellipse is not circle anymore. The error is less than 1% (i.e. the new Rx for the ellipse is 44.887 instead of 45, the new Ry is 45 as expected) but not 100% accurate.
Experiment 2b
Step 1 and Step 2 are the same as Experiment 1a
Step 3) The same experiment as Experiment 1b. The only difference is 'When scaling objects, scale the stroke width by the same proportion' is not selected in the tool controls bar.
RESULT: The scaling is accurate. I see all the dimensions are 1.5 times what they were before.
Is it a bug or should I expect errors of this low magnitude? Another alternative would be that I may be missing something. Could you please check the same and explain me why I am experiencing this?

Please post the precision settings in the Inkscape preferences.
Also indicate if the bounding box reference is visual or geometric.

I would expect to see some rounding, even if the numeric precision is increased.
I'd ensure the stroke is set to none, or an integer value if using a stroke.
An example Inkscape file will help.
