Hi, I use them for 4 years now in my own copy of Inkscape. I included them in a dark theme iconset I found on the web - unfortunately, it's been a long time ago and I don't remember the author's name. For now, I try to redraw the major part of the others UI icons.
It's a personal opinion, but I find dark themes usually give Inkscape a more "professional" touch.
You'll have to visit Preferences>Themes> and find out where the Icons folder is from User Icons option. Depending on your installation preferences, it could be in C:\Program Files\Inkscape\share\icons or in the Roaming folder. Paste your newly downloaded Icon set in that folder and then select it from within Inkscape
@Maren Hachmann You're right : single icon file doesn't work anymore in 1.x. There are also many new icons for UI improvements and new functionalities.
I'm currently working to port them on 1.x, but there are many of them : 450+ for the whole set (x2 if you want to support symbolic and scalable versions).

This looks really nice. Did anyone check this on a real UI of Inkscape so we can see if this can be adopted?

That's not going to work anymore in 1.0 with the 0.92 icon sets. Icons are separated into single files now.
