After changing the background color in Document Properties to black as the first step of the drawing, I cannot get it to export or save and still show black in the background.
[Document Properties...] [Display] [Page: colour] sets a colour for your display only. When you save or export an image, there's no object associated with this colour and so there's nothing to see. Draw a colourful rectangle and place it below the rest of your drawing objects. It's a good idea to create a background layer this and lock it so you don't accidentally select the background as you work on your image.
