I have created two objects that both share the same point of rotation. Is there a way I can input values in degrees so that I can move one object around the other in small increments, say 20 degrees for example?
Yes, create your two objects.
Enable snapping, snap to object midpoint.
Activate the selection tool either by clicking on the icon or pressing F1 or S.
Click the object you want to rotate twice, and you will see a bold cross appear in the centre of that object.
Drag that cross to the midpoint of the first object where it will snap.
If you then do to the Object>Transform panel, and choose the rotate pane.
If you apply a rotation in degrees, it will rotate around the centre of the first object.
The example attached, just shows dragging as opposed to typing mentioned above
