I am not able to reduce the size of this image. Just to remove this extra bottom portion till this red line.
Also after reducing the image size... is it possible to break away each part.. as I have combined many arcs here ? I tried break-apart but it is not working.
This is from the clipping what you can see in outline view. If you want to get rid of the clipped portion you need another approach. First release the Clipping path and turn it back into the triangle again and ungroup everything.
Select the 3 rings and go Path->Stroke to Path to make it shapes - then Path->Union them into one object - Add select the triangle with shift and go Path->Difference - now delete the markers out side the resulting shape by selecting with the node tool and backspace key. Then go in View->Display mode->Outline to find the remaining invisible groups to select+delete. Change display mode to normal again.

As I said in the beginning: ungroup everything - you have a lot of invisible objects on your page.
With your latest file: ungroup - select the 3 circle shapes and go Path->Union then add select the triangle and go Path->Difference

I tried this but not working at my end. Can you put gif format like you posted before.
Solution which worked at my end in :--
Ungroup each circle Then take each circle & triangle , convert to PAth.. Then cut path.

You had some weird invisible unneeded stuff in your file which might come into your way when selecting things.
