Sort-of.
There is a scatter extension. However that doesn't allow for live editing in the video.
For a pattern scattered along the path and aligned to it you can use a combination of path effects.
The page aligned option is something I haven't tried so not entirely sure if that could work.
In general path effects prefer open paths so you may end up double patterns atop eachother at the start-end.
