In the attached svg file, why I cannot select all paths, so I can manipulate it a as a whole?
Your paths are already grouped. Do you mean combining all paths and joining the nodes like in the attached file?
I need to preform path outset
You can test outset using the drawing-1B.svg I attached above.
so what do I need to do the be able to move from my file which I attached to drawing-1B.svg
1. Combine pathsa. Tool (F1), Select paths or group of pathsb. Menu, Path - Combine (Ctrl+K)
2. Join nodesa. Tool (F2), select all nodes by dragging a box around allb. Click button, Join selected nodes
It might sound dumb and what you describe is obvious, but I cannot select more than one path, even not by dragging box around it
the issue was how to select all paths
In the original file, all the objects are grouped. This is displayed in the status bar when the group is selected.
To combine the objects, I'd first un-group them (Ctrl+Shift+G).

Why?
For the benefit of the OP... simplification. The group is already adding confusion and after the paths are combined, a group of one object is similarly not helpful.
