I used to do this in Corel Draw but I can't find a way in Inkscape. How do you make text follow a curve, like the inside or outside of a circle?

Text>Put on Path should do it.

To make a text follow a curve you can do this:

    1. Draw a curve, arc, or circle shape you want your text to follow.
    2. Create Your Text
    3. Select both the text and the path.
    4. Go to Text → Put on Path.

To make a stamp you need to curve text upward. Apply "Object to Path" to the circle and then apply "Reverse" in the ''Path" menu. I usually use this curved text generator as it provides faster results and then import the text in Inkscape to download it as SVG.
