On my vector, I used a white circle over a colored circle to make it incomplete. The only problem is when I export it, the white circle is there and I want that to be transparent. How can I make part of an object not visible without messing up the transparent side of it. Any help is appreciated!

Just select both circles and choose Path>Exclusion.

And make sure that the background color of the document is transparent.
From the <File>Document properties> menu, In the "Page" tab, select the "Background-color" and set transparency to zero.
