This sounds like a case for Edit->Find/Replace… - but I can´t get it to work honestly. There´s no conversion extension that will do do what you want afaik.
Grid is not needed for "exchange positions", but the size is a deal breaker for that toolset.
If the circles are circle objects and not paths, a custom-written extension *might* be able to find each circle and its location & radius, then create a spiral in the same location with the same radius.

Haha putting it all together. Spirals to fill the circles with water on the page—yes. Looks more precise than trying to do some other sort of straight line hatching with water. I'll post a pic when done.

Is there an extension or way to convert circles to spirals?
I know I can manually draw spirals the same size as the circles but I want a way to automate it so I can convert many circles at a time.

Not so hard if all the circles are the same size. The Align & Distribute dialog has rearrange tools to swap objects.
Unfortunately, all different sizes and not in any sort of grid.
