This is my first time here. I am facing an issue when I am launching the Inkscape 1.3. The page setup screen did not appear where I can select artboard style (ex: Print/Video/Social/Screen/Shape Builder/Other/Custom). It always open A4 page automatically. I tried uninstall and then reinstall but no changes. I am using Acer laptop. Details are below. Please help me with this issue. I have attached 2 screenshot so you can understand the issue.

Seems you want to enable the Welcome-Screen at startup which you can do at Inkscape's Preferences.
