I haven't used Inkscape for a while now, last time in April 2021 and that time it worked fine. Now I can't use path effects because nothing shows up in the window.

Any idea?

You need to have at least a path selected. There should be a "+" and "-" sign to add Effects from a pop up menu. If still nothing shows up go Inkscape Preferences->System->Reset Preferences and restart Inkscape.
