The attached file fails to load when I simply do a File/Open in inkscape.  I have about 5 similar files that are doing the same thing.  I don't know what the issue is.  I could not find an inkscape log that might help me determine what the issue is.  The svg opens just fine in chrome.  I ran it through a scanner online and did not find an issue.  I can not import the file either.  When I try to import, just choosing this file in the import dialog causes inkscape to freeze.  It seems as though this may have something to do with the preview of the image.

Can anyone else reproduce this on Inscape v1.0?

Does anyone have a thought on how I could get these files to open without recreating them?

Yeah, there are quite a few lines of code that interfere with the file opening in Inkscape 1.0.  (The example seems to open ok in .92.x.)

You can use a text editor like Textpad (windows), Gedit (linux), BBedit (mac) to delete the strings and save as a new SVG file, then open in Inkscape.
