So we have a plugin: https://inkscape.org/~mattia.basaglia/%E2%98%85tgslottie-importexport
The author claims that:
There's a plugin for after effects that writes in the format used by those libraries. This extension writes files in the same format so you don't have to use after effects.
What I don't understand. How to animate the elements/layers of the exported file? What is the difference between exporting via this plugin and importing on Lottie website?
Taking a quick look at this page, there is a mention of "Simple animation presets": from what I understand they are ready-made resources for you to apply simple animations such as changing colors.
Now, if you want to do something more complex, you will have to use other means. The documentation cites add-ons for Synfig and Blender. In the latter case, you don't need a plugin: you can build the character in Inkscape and export it in parts, in png files, to be animated in other programs. I did this once using Inkscape and Synfig, see here.
