I have a Mac with catalina and the Inkscape beta version. I am trying to do a linked offset of a text and I can find the diamond to pull to create the offset. Any tricks to get it done?

Looks broken to me - you should file a bug, and make sure to say that it's a regression from 0.92.x.

The best workaround is to convert the text to a single path (Path > Combine), then use Linked Offset on that. Unlike 0.92.x this does, of course, mean that your original object is no longer text, which could be an issue if you need to edit it later, or want it as text for accessibility reasons.

should I do the same if I want to do a liked offset to a png?

A linked offset to a PNG doesn't really make sense. Linked offset requires a path to link to - in 0.92.x Inkscape would internally convert the text to a path if you used that. A PNG has no path representation: if you want a linked offset to the content of the PNG (e.g. a line drawing), you would have to trace it first (Path > Trace Bitmap), but that's a whole different topic, and may not produce the results you want.

You can open Object->Objects... and try to find+select the part you want to delete (backspace).
