Sometimes Inkscape's Measure Path doesn't always output the correct font size specified in the extension dialog box. In the screenshot attached: I've specified the font to output the text at 12px, but it's clearly oversized upon calculation. And when I check the actual font size in the text & font dialog box, it's 1152px.

Does this have something to do with the Document Properties Scale? I currently have it set to Scale = 1.000

Yes, just tested it. Try 1/96 inch instead (same as 1 per px).
