A 4 by 4 grid is created over your shape with Control Points at each intersection, which show as diamonds. These can be moved manually by clicking on a Control Point while using the Ctrl key as you move the points around.
However, if you enable the Show Points option, a table appears with all the Control Points listed and their X and Y coordinates shown. You can type over your own numbers in these fields, press the Enter key and the changes will take place.
I find it easier to let Inkscape do the math by leaving the original coordinate information there and adding or subtracting by typing a value to the field such as +25 or -25 to the field and then pressing the Enter key to update the change.
For example, if a Control Point's original X position was 325, I could type +25 to that field to change it to 350. Likewise, if the Y position for the point was originally 1100, I could type -100 there to make it change to 1000.
Doing such small changes by manually typing allows you to see the direction of your Control Points as they move about, thus effecting changes to the shape.
Once you are satisfied with your end result, to "lock in" those changes, be sure to apply Path > Object to Path.
Also, this Path effect has certain names for each Control Point, such as 8x9, and 10x11, and even 32x33x34x35. To better "see" the layout of these Control Points, I made the attached graphic as a reference when adjusting those points by knowing which Control Points to access.
A lot of this may not make immediate sense until you play with this Path effect.
