Inkscape 1.4, Windows 11, only default windows fonts installed. fonts work properly in LibreOffice.
I also noticed that in the Text and Font Panel, at the top of the list of fonts, san-serif has a red line through it. I'm not usre if that is part of the problem or not. (image attached)
I have been using Inkscape mostly for making RPG maps that use a simple number key so I haven't noticed when something might have changed. My current project is recreating an old city map from a magazine. I noticed the problem when trying to find a clear typeface for street names. I was looking for one that had some space between the letters to make the names more legible for a player who has trouble with small type. While trying different fonts, I can see a slight change based on style of the font. Kerning between letters also no effect.
I have several other ideas for documents to track some items that would benefit from stylish fonts but hesitate to begin them because of this issue. One of them is a character sheet which would definitely require different font styles.
I have scanned a number of issues and their resolutions in the forums but none seem to be helpful.
I have reset Inkscape preferences and even have reinstalled Inkscape 1.4. The only affect is that my toolbar preferences have changed detrimentally, in that the Command Bar is now stuck to the left side of my screen instead of along the top of the screen as it used to be.
About the only thing I have not tried is uninstalling and scrubbing any reference to Inkscape from the registry, before reinstalling. I am comfortable doing this and am comfortable around computers despite my age. So bring out the heavy guns if required.

Well, having said all of the above, I have made a few more discoveries and mostly solved my problem.
While looking at the settings under Fill and Stroke (the fonts appeared very thick and some legs of a letter appeared as a solid black block), I noticed that the stroke was set to a very high number. So I reduced that to 1 and voila, the font appears in a clean state. That's when I discovered that the kerning controls were working properly. Oddly, readjusting that value doesn't seem to affect the font any more, although I haven't tinkered with that extensively, being pleased that things are working as expected now.
Remember I have only ever used numbers and seeing as though the default font was working, never lookied at the rest of those installed (a shortsight I know). So scrolling down the list, I still observed that newly selected fonts were not hot-changing on the drawing, as I expected. Then I got to the bottom of the list and saw an 'Apply' button come into view. One click on that and suddenly fonts were working!
Still, it was problematic that the button was hidden. In an attempt to see if I was missing even more, I dragged the Text and Font tab out into a panel, thinking if I resized that, the list would be shorter when I dragged it back to the panel. I couldn't see an obvious solution, so I dragged it back and once again got a surprise! The panel readjusted as a tab of the correct size and now I can always see the button!
The only problem unresolved is why sans-serif at the top of the font list has a red line through it.
My apologies if these largely user-created problems have creating extra work for anyone. I guess I have been clearer headed today than I was when panicking a bit yesterday
It is more common to compose text using the text tool's controls at the top of the work area when the text tool is active. There, changing the font face will update upon selection.

A red line in a font list means it is not installed, even though the document calls for it.
