Take the star and an object placed behind the star - duplicate and Path->Intersection - set same color as background object reduce opacity and increase Blur:

Can you help me optimise the white part too ? It has some noise and interesting blur with stroke (?)
Maybe you can get access to these icon set as SVG and reverse engineering the structure.
