The screenshot shows a blur value of 0.3. Although blur gets its own slider outside of the filters dialog on account of it being such a commonly used feature, it is still implemented as a filter. I suspect you either applied a blur, then changed your mind and dragged the slider back down again (but didn't quite hit zero), or perhaps just accidentally nudged the mouse wheel while the pointer happened to be over the blur slider.
If there's ever an occasion when you do want a filter and find it being cut off, there are fields in the Filter General Settings tab of the Filter Editor dialog to let you adjust the filter area. As of v1.0 there are also on-canvas handles for changing these values.
