sorry in advance; total newbie to inkscape; good program so far, but 
having a problem with text on circles; anytime i add text to outer circle using TEXT - PUT ON PATH 

the text goes on but not all the way round the circle but the last of the text goes to the radius of the circle instead of all round the circle 

Perhaps you can upload the svg file for interrogation.

Your circle is interrupted; hit this button to make it a whole circle and try again:

Alternatively, use the neighbouring button [Switch to arc (unclosed shape)], if that's what you're aiming for.

Aside: The ellipse tool seems to have a bug where it spontaneously and randomly switches between open and closed arcs. Has anybody else seen this?

This is by design: when the cursor is outside the circle you´ll get slice - when the cursor is inside it will be an open arc.
