So I'm just starting out with Inkscape, and I'm literally just trying to put a rectangle on top of another rectangle. The new object was refusing to go on top of the first object, so I put the second object on a higher layer instead. Even now, it still appears behind the first object. I have no clue what's happening here. There's no grouping or anything else done to it, I just cannot get one object to correctly appear in front of another.
