Beginners' Questions Layers are changing position unintentionally?

    I'm an amateur user but have been using inkscape for a few years, probably learned a lot of bad behaviour.

    In a current file, I have multiple layers (it's a map). One layer is for streets & names, another for geography etc... For years, I've been able to use layers quite happily- I use PgUp/PgDn within one layer so that the street name text object sits on top of the street path object and is visible, not underneath the street.

    Today however whenever I hit PgUp/PgDn the entire layer is moving- it will automatically take it to the top layer, and drop the top layer to the bottom of the pile. Objects within the layer don't seem to be affected by PgUp/PgDn anymore. It feels like I've somehow unwittingly reconfigured it so that PgUp/PgDn is attached to the entire layer, not the objects within the layer.

    Am I doing something stupid without realising?

    I think it must be a bug in the file. I've uninstalled and reinstalled Inkscape and it also appears to be unique to this file- it's not happening in another similar file.

    I've saved a copy and so far it seems to be working fine again. So problem solved I guess!

    My test file behaves as noted in the bug report... pgUp and pgDn only work if objects overlap. Same for the controls buttons..

    My personal opinion is that the z-order should change regardless of overlap or not.
