I am trying to open a file from my iCloud. but it does not show up as an option in the "load" menus  or "browse for other files" only local drives. 

Click "+Other Locations" and from there->Computer->Users/User/iCloud Drive. Works here with BigSur.

Wait - I was talking about local iCloud Archives and you want direct access to iCloud via Inkscape? Don´t think it´s possible but will check in macOS related chat room. Will come back later.
