This is the reason: I am on Linux Ubuntu and installed Inkscape with snap. It lacks permissions to do anything. To fix, uninstall from snap and install "the proper way".

Works as expected here; simple dragged it onto open Inkscape canvas or right-click at Gooogle tell copy - then paste into opened Inkscape document.
I am using Versionย Inkscape 1.3.1 (9b9bdc1480, 2023-11-25, custom) and you?
All recents - right now 1.4beta. Never had a problem with loading/placing/open image files in/with Inkscape.

sudo snap remove inkscape
then install the 'real' Inkscape program from the ppa, following the instructions here:
