No clue what youยดre taling about. The only entry in Preferences about "Cursor" to be found is "Enable cursor scaling" toggle und Interface.
You mean the smaller ones without the shadow from before 1.1? The option of removing the shadow is in the development branch already.
Cursors can be edited in the cursor files already, see https://wiki.inkscape.org/wiki/index.php?title=Release_notes/1.1#Cursors .
