When I select an image and click on Path Effects it opens the tools panel on the RH side with the title Path Effects highlighted (underscored). The tools panel is blank. The selection arrow does not activate the LPE page and the search bar is inactive. What am I missing?

You need to select a Path or a group of paths (for certain path effects) - please check Status Bar on what you really have selected.
