The following svg has all layers visible in Inkscape and exported to png or pdf but not when other apps open it. How can I save the following svg so all layers are visible?

png showing what was expected is above the svg (inkscape format but also tried plain svg) which only displays a small LibreOffice logo.

I removed all the clips on the objects( as they were not needed), then the image displayed. 

I can't say why they would not display with the clips, or how they were made, but it seems to work.
