I've been opening SVG files either by d-clicking in Windows File Explorer (FE) or via File > Open Recent. But just discovered that if I drag from FE into Inkscape then this dialogue appears. Why the distinction? Can it be optionally set to always appear? (Saw no reference to it in Preferences.)

Dragging into a workspace from a file manager is regarded as import, rather than open.
