Open the transform dialog [shift+ctrl+m] and go to the Rotate tab. Select your target shapes, i.e. the numbers around the clock face. Set [Angle: 360*2/12] since you want to rotate the numbers through two clock positions. This tilts the text of course so now set [Angle: -360*2/12] and turn on [Apply to each object separately]. The second rotation reverses the first while keeping the new text positions.
Hey guys... I have tried all of your tricks and tips. Only by arranging the number position in Layer and Objects panel like @TylerDurden and @Aero suggested, the positions become correct. Meanwhile when following @Paddy_CAD and Tyler's second tricks, I can't get automatic result. I must,many time, manually apply rotation from Transform dialogue to get correct result. But it's okay .... Thank you guys for sharing your opinion on my question

Try selecting in a different order (by holding shift) before applying arrange.

I never suggested arranging the number position in Layer and Objects panel. That is an unnecessary step.
@Aero oh I'm sorry... I mistaking your tips for it to be done in Layer and Objects panel
